What is the Warm Homes: Local Grant?
The Warm Homes: Local Grant (WH:LG) provides funding for local authorities to improve the energy efficiency of eligible privately owned homes in England.
Delivery began in 2025, with participating local authorities arranging improvements for eligible households in their areas.
Measures can include wall, loft and underfloor insulation, air-source heat pumps, smart controls and solar panels, depending upon the property and recommendations arising from assessment.
What are the aims of WH:LG?
The scheme is designed primarily to help lower-income households improve homes with relatively poor energy performance.
By funding improvements to the fabric of homes and low-carbon technologies, the programme is intended to reduce energy consumption and bills, improve comfort and contribute towards the decarbonisation of domestic heating and housing.
Who is eligible?
At a high level, the property must currently:
- be in England
- be privately owned, either owner-occupied or privately rented
- normally have an EPC rating of D, E, F or G
Household income will usually need to be £36,000 per year or less, although households with higher incomes may qualify through other eligibility routes, including living in an eligible postcode or where somebody in the household receives certain benefits.
For eligible households, the local authority arranges a survey and determines which improvements are appropriate. The council then organises and pays for agreed work. Landlords may be required to contribute towards some improvements where the property is privately rented.

The Warm Homes: Local Grant is one of the delivery routes that sits within the broader Warm Homes Plan.
It is specifically focused on improving eligible privately owned homes, rather than social housing portfolios or the broader low-carbon heating support offered through other schemes.
