What is the Warm Homes Plan?
The Warm Homes Plan is the UK government's programme for improving the energy efficiency of homes, reducing household energy bills and accelerating the transition to low-carbon heating and other home energy technologies.
Published in January 2026, the Plan brings together a range of existing and new measures rather than operating as a single grant scheme. Government support includes grants, low- and zero-interest finance and programmes delivered through local authorities and social housing providers.
Technologies supported across the Plan include insulation, solar panels, battery storage, heat pumps and other energy-saving measures.
What are the aims of the Warm Homes Plan?
The Plan aims to improve the UK's housing stock by making homes warmer, cheaper to run and lower carbon.
Government policy includes support for low-income households, expansion of low-carbon heating, financing for households able to contribute towards improvements and energy-efficiency improvements across privately owned, privately rented and social housing.
The government has stated that the Plan is intended to support upgrades to up to five million homes by 2030.
Who is eligible?
There is not a single Warm Homes Plan eligibility test.
Eligibility depends upon the particular programme or funding route being used. For example, the Warm Homes: Local Grant is principally aimed at lower-income households living in privately owned homes with lower EPC ratings, while the Warm Homes: Social Housing Fund supports eligible social housing stock.
The Boiler Upgrade Scheme provides broader support towards eligible low-carbon heating installations in England and Wales.
The Warm Homes Plan is therefore best thought of as an umbrella programme encompassing several different routes to improving UK homes, rather than as a single grant.
